The key function of the designed project is scientific and research. It is my point of view, which I repeatedly declared at different forums all over the world. If it is a scientific and research institute for studying the problems of the Holocaust and crimes against humanity, then its location in Babiy Yar is reasonable and understandable. Then, this is a proper place for the complex.

Memorial and community functions should be also delegated to the institute. We do not say: " "Yad va-Shem" Museum" or " "Yad va-Shem" Center". We say: " "Yad va-Shem" Institute". If a leading role of the research function is preserved, then the location of the center looks quite reasonable.
